Statistics Finland's national CPI, Finland's headline figure, can differ by a few tenths: it includes owner-occupied housing, interest on consumer loans, fire insurance on owned homes and vehicle tax, which HICP leaves out. The European Central Bank targets 2% inflation for the euro area as a whole.
